Improving Flow Without Weakening Control
Teams under pressure to move faster sometimes assume that improving flow means accepting weaker control, so the two must be traded against each other. In most regulated operations, that assumption does not hold up once the actual sources of friction are examined. A meaningful share of delay and rework comes from steps that no longer add proportionate control, not from the controls that genuinely manage risk.
Not all friction is control
A duplicated check performed by two people who cannot each independently resolve an issue, an approval step routed to someone without the context to assess it, or a review that repeats a decision already made earlier in the process, all add friction without adding assurance. Removing that kind of friction does not weaken control; it removes activity that was never functioning as control in the first place.
How to tell the difference
A practical test for any step in a process is whether removing it would change what a reviewer could actually rely on. If removing a step would leave a genuine gap in evidence, decision-making, or independent review, it is functioning as control and should be retained or strengthened. If removing it would change nothing that a reviewer relies on, it is friction, and improving flow at that step does not weaken quality outcomes.
Improve flow deliberately, not by default
Improving flow should be a deliberate examination of the operating model, not a general instruction to move faster. Apply the test above to one process at a time, starting with the process where friction is most visible to the team that works in it every day. Confirm any change with the people accountable for the control it affects before it is adopted.
